Published on 29 June 2014 (with 5,235 views on 17/07/17), the clip lasts 1 minute 51 seconds. The description posted with it reads -
Journalist Sonia Poulton was happy when she, and cameraman Lee Ryan, came across Caroline Lucas in London. The broadcaster had a question for the former Green Party leader having previously watched a You Tube encounter with Lucas and activist Bob Truther. The response from Lucas proved surprising. Note how she points to the sky, for the benefit of her aide, as she walks off... This, to date, makes two Green Party leaders, including Natalie Bennett, who does not wish to discuss what is happening with our skies.
I don't know if there is any significant meaning to be found in the Caroline Lucas response to Sonia Poulton shown in this video. A search on-line, however, does reveal that Caroline Lucas has done a lot of work to practically deal with the undeniable, deadly problem of pollution caused by cars and other road vehicles. Why is Sonia Poulton concerned about 'geo-engineering' and 'what is happening with our skies' to the extent of wanting to confront Caroline Lucas about it, yet apparently unconcerned about what is happening on the ground (the real happenings that Ms.Lucas is addressing)? Could it be that Sonia Poulton's direct involvement in what is happening on the ground requires her to divert attention away from this deadly problem that she, herself (a car driver), is contributing to. Hence, perhaps, she prefers to point her finger at a more distant problem that 'the government' is (allegedly) responsible for?
The government doesn't need to carry on a hidden campaign to poison the atmosphere. The public - millions of human beings on this planet - are willing to do the dirty work on their behalf, by driving cars and other road vehicles; using mobile phones; microwave ovens; Wi-Fi; cordless phones, etcetera. If the government are adding even more contamination in any way, then that is an issue to be highlighted and seriously considered; but, not at the expense of ever acknowledging that the vast bulk of the air quality problem is caused by millions of so-called 'ordinary people', who are keen to indulge in environmentally damaging activities, thereby colluding with big business elites.
When it comes to poisoning of the air, it is not 'the government' and 'chemtrails' that we should be directing most attention to when seeking to solve the problem, it is ourselves.
We are the ones who are 'systematically poisoning our world'.
We are the problem.

David Icke
In David Icke's book 'The Biggest Secret', he focusses a fair amount of attention on the oil companies, and strongly gives the impression that he considers them to be very bad indeed:
'..the double cross symbol was later used by some aspects of the Christian Church and it is the origin of the term to be 'double crossed', manipulated. This has become another symbol of the reptilian Brotherhood and you can see it in the logo of the oil giant, Exxon, controlled by their American managers, the Rockefellers...' (p.159)
'..Standard Oil, controlled by the Rockefellers, was, in effect, the same company as I.G. Farben, Hitler's chemical giant which operated the concentration camp at Auschwitz. I.G. Farben was the heart of the Nazi war machine and it was technological knowledge transferred to them by Standard Oil which allowed Hitler to fight the war. This included the know-how necessary to turn the vast German coal reserves into oil...' (p.254-255)
'..the double square, or eight pointed star, can be seen in the lobby at the heart of the British Parliament and a long list of world police forces surround their badge with the same symbol.. Given that these passages were published in one of David Icke's books, and given that Mr.Icke is a former spokesperson for the Green Party, we might expect that he would be keen to advocate people's use of bicycles and public transport, rather than the deadly option of the car. (Clearly, cars are a deadly option, not only due to their pollution - chemical and noise - and, due to the accidents involving them, causing death and injury; but, also due to their need for fuel coming from - as David Icke seemingly sees it - Babylonian Brotherhood oil companies)
Yet, the on-line evidence I've seen tends to suggest that David Icke couldn't care less about environmental damage caused by cars. Nor, does he indicate any concern over any ethical-type issues surrounding the activity of driving a car, e.g. 'Brotherhood'/'Nazi'/'Rockefeller'/'Masonic' connections to the production of oil, and, one might suppose, also, inevitably from the Ickean viewpoint, the vehicles themselves being tied up with 'The Brotherhood'.
In addition to the seeming lack of concern for car pollution that his output on Twitter demonstrates, there is also a video on YouTube titled 'David Icke - The Truth, and his car!' Filmed in Ryde, Isle of Wight, where he lives and running for 14 minutes 49 seconds, the uploader describes it like this:
David lets us in to see the reality and not the lies spread by some
Near the start of the presentation, David Icke refutes that he has done it all for the money; that he lives in a mansion, and that he drives a Bentley.
Actually, he drives a saloon car. (He emphasizes this fact, as if to lead us into being impressed at how unworldly and restrained he is in his financial output)
He gets into the car and drives to his house, making barbed reference to it being his "mansion" and to "electronic gates" and a "butler".
After 2 minutes 15 seconds, he gets out of the car, and goes into his flat in a block of flats, with a further dramatic "mansion" reference.
He further states, while showing the viewer around, that he is not doing things just for himself, and not for the money.
Another shorter video on YouTube has Mr.Icke in Alex Jones' car. As with the above-outlined effort, there is not (as I recall) a single mention of the 'Brotherhood' connections to cars and the fuel they run on. Nor, does Mr.Icke express any worry at all about the pollution and the other deadly problems that car driving is responsible for.
Although we might simply shrug this all off as par for the course for a committed car driver - their ability to drive the car when and where they want always far outflanking in their minds any considerations to the negative impact on others of what they are doing - the comparison I am seeking to bring to light here perhaps justifies the attention I've given to Mr.Icke's (seeming) one-track pro-car mind.

I have to wonder..
1) Are the 'chemtrails' really a serious problem?
2) If they are a serious problem, is David Icke keen to focus attention on them, rather than car pollution, because he is a long-term car addict?
3) If they are largely an invention, or exaggeration, is he focussing on 'chemtrails' as a deliberate distraction from real problems, like cars?
Could it be that David Icke is really working for the 'Babylonian Brotherhood' by aggressively promoting an almost non-existent problem called chemtrails?

For more than 10 years, I have encountered on-line references to 'chemtrails'. They are considered by some to be poisonous trails left in the sky by aircraft. Photographs of purported chemtrails proliferate as supposed evidence, provided by those who profess concern for the terrible damage that these aircraft trails are said to be perpetrating on the atmosphere (and all life existent therein).
As the years went by, I came to notice that certain individuals who were loudest in their condemnation of 'chemtrails' were also car drivers. I found it puzzling that anyone could be extremely worried by what 'chemtrails' are (allegedly) doing to the air we breath, yet, seemingly unconcerned about what cars are (certainly, undeniably) doing to the air we breath.
In April 2016, I did a basic survey of the tweets put out by two prominent chemtrail agitators, both of whom, I knew, were also car drivers - David Icke and Sonia Poulton.
A search of the David Icke twitter account for the keyword 'car' found 31 tweets, between May 2012 and March 2016. A search for the keyword 'cars' found 20 more tweets.
Of these 51 tweets referencing 'car' or 'cars', only two had any connection to the terribly serious global problem of car pollution:

A search on the Icke twitter account on the word 'pollution' found 15 tweets, including the above 17.3.2014 one and...
Air Pollution : What they are not telling us about the smog
This was the only other Icke 'pollution' tweet that could have had any link to the problem of murderous chemicals being emitted by millions of road vehicles, in Britain and around the world.
A search was also done on the David Icke twitter account for the words chemtrail and chemtrails, with these combined yearly results:
2012 - 19 tweets | 2013 - 28 tweets | 2014 - 7 tweets | 2015 - 1 tweet | 2016 (part only) - 4 tweets
The results of the Icke twitter searches revealed that, between 2012 and March 2016, he had likely tweeted no more than 2 or 3 times on the huge problem of vehicle pollution; yet, had, by extraordinary contrast tweeted no fewer than 59 times about chemtrails!

A search of her account for the word car/cars turned up only 3 tweets, yet they vividly reveal her feelings on the subject:

How well do they know each other?

Richard Loring is a long-time friend of Cliff Richard.
Rolf Harris, Cliff Richard and Jimmy Savile were three of the most prominent celebrities involved with the charity Phab. Rolf Harris and Cliff Richard were/are friends working together on multiple occasions.
Tim Rice became closely acquainted with Cliff Richard in the 1960s. As far as I know, they are still friends.
George Tremlett wrote biographies of pop stars - most published during the 1970s. This century, his name was revealed to be found on the ‘Elm Guest House List’, as were Cliff Richard and (his friend) Jess Conrad.
Ed Stewart was the President of the charity Phab and knew Cliff Richard (and Jimmy Savile and Rolf Harris).
Mike Read is a close friend of Cliff Richard and Tim Rice. He attended Jimmy Savile’s funeral.

‘More people have come forward with information after Sir Cliff Richard's home was searched over an allegation of child sex abuse.
The singer's Berkshire penthouse was scoured for five hours yesterday by officers from South Yorkshire and Thames Valley Police as part of an investigation into an alleged sexual assault on a young boy at a religious event in 1985.
Sir Cliff, who was away in Portugal when the search took place, firmly denied any wrongdoing and hit out at the fact BBC journalists were apparently tipped off about the plan.
The broadcaster's head of newsgathering Jonathan Munro said today the information did not come from South Yorkshire Police.
In a statement, the force said: "When a media outlet contacted South Yorkshire Police with information about an investigation, we took the decision to work with them in order to protect the integrity of that investigation.
